City Metropolitan College is set up by a group of entrepreneurs and education specialist who have great passion in nurturing the next generation. It is also an institution that believes in developing the potential of each and every student to the fullest.

City Metropolitan College considers the welfare of its students to be of paramount importance. Hence, the College is strategically located in the heart of Singapore, close to Orchard Road such that each and every student can travel to school with ease and convenience. Also, to enrichen the learning experience of its students, City Metropolitan College is ideally located on the beautiful, calm and quiet location. All courses at City Metropolitan College are permitted by the Committee for Private Education (CPE), Singapore.

School Facilities

City Metropolitan College has 2 fully air-conditioned classrooms of modern design. Both classrooms have the same floor area and the same seating capacity, which is at 45m2 and a seating capacity of 30 paxs. All classrooms are fully equipped with a computer, a projector and a projector screen.

Refund for Withdrawal Due to Non-Delivery of Course:

City Metropolitan College shall notify the Student within three (3) working days upon knowledge of any of the following:

It does not commence the Course on the Course Commencement Date;
It terminates the Course before the Course Commencement Date;
It does not complete the Course by the Course Completion Date;
It terminates the Course before the Course Completion Date;
It has not ensured that the Student meets the course entry or matriculation requirement as set by the organisation stated in Course Details within any stipulated timeline set by CPE; or
The Student should be informed in writing of alternative study arrangements (if any), and also be entitled to a refund of the entire Course Fees and Miscellaneous Fees already paid should the Student decide to withdraw, within seven (7) working days of the above notice.

Refund for Withdrawal Due to Other Reasons:

If the Student withdraws from the Course for any reason other than those stated in (i) to (vi), City Metropolitan College will, within seven (7) working days of receiving the Student’s written notice of withdrawal, refund to the Student an amount based on the refund table.

Refund Table (All Courses):

50% - Before, but not more than 30 days before the Course Commencement Date

Refund During Cooling-Off Period:

City Metropolitan College shall provide the Student with a cooling-off period of seven (7) working days after the date that the Contract has been signed by both parties.

The Student will be refunded the highest percentage (stated in Refund Table) of the fees already paid if the Student submits a written notice of withdrawal to the College within the cooling-off period, regardless of whether the Student has started the course or not.

Non-refundable Fees

The following fees are non-refundable:
Application fee.
Administrative fee
Uniform _ if uniforms have been given
Airport pick-up fee – if the service has been used.
Course materials fee
Examination fee / Re-Assessment
Fees payable to government authorities or other external parties
Relevant Bank charges paid by the College on behalf of the students
Fees charged for administrative services (for example, late fees, re-prints of transcripts).

Course Transfer Policy


Course Transfer refers to a student request for a transfer to another course within City Metropolitan College.
City Metropolitan College will provide pre-course counseling for the intended course.
Student’s request for transfer can only be processed upon if the student meets the entry requirements of the new course and student has completed the installment obligations (payments) for all overdue fees of the existing course (if any).
City Metropolitan College’s refund policy shall apply for all qualified refunds.
Student requesting for course transfer within the College must withdraw from the existing course by terminating the existing Standard PEI-Student Contract, before signing a new Standard PEI-Student Contract for the new course.
Consent from parent/guardian is needed if student is below the age of 18.
City Metropolitan College will take a maximum of 4 weeks to complete the course transfer process.

Course Withdrawal Policy

Course Withdrawal refers to a student’s request for withdrawal from a course that he/she has been enrolled in or currently studying.
Despite the students having signed the Standard PEI-Student Contract, the Management is prepared to listen and give consideration to genuine cases of withdrawal requested by students.
Consent from parent/guardian is needed if student is below 18 years old.
Students are liable for overdue fees (if any).
City Metropolitan College’s refund policy shall apply for all qualified refunds.
City Metropolitan College will take a maximum of 4 weeks to complete the course withdrawal process.

Course Deferment Policy

All requests for course deferment must be made in writing to City Metropolitan College. Deferment through any other means including email and telephone will not be entertained. All requests must be supported with documentary evidence.
Students are allowed to defer only once up to the maximum period of one (1) year, failing which he/she will be deemed to have withdrawn from the course and would have to re-apply as a new applicant if he/she wishes to register on the course again. The refund policy will be applicable.
Approval for deferment is at the sole discretion of the College.

The City Metropolitan College has a wide range of quality facilities necessary to ensure the effective delivery of educational programmes.

Our infrastructure and facilities include:

  • Library facilities and reading material
  • Audio and visual (AV) equipment for classrooms
  • Student support services (Photocopy facilities, Vending Machine, pantry provided by the building management & Suggestion/Feedback)
  • Private room for student counseling service
  • Classrooms are conducive to training purposes (i.e. air-conditioned, adequate light sources and electrical controls, sound-proof and odourless, easy access to emergency exits, availability of sanitary facilities)
  • Spacious administrative areas, main office, welcoming and relaxing reception area for entertaining customers for enquiries and feedbacks
  • Safety measures (unobstructed emergency exits, visible emergency exit signs, spacious corridor, fire extinguishers, water hose and sprinklers)
  • Notice Boards (for effective communication to students)
  • Security Alarm and CCTV Surveillance Systems (provided by the building management)
  • Equipment Inspection and Maintenance system
